what Changye said is denifitely correct, in the dialogue, the speaker want to express she heard that the slogan is coming soon but not released yet. so"即将...了"can be used for something will happen soon but it is still future tense. "看不出"is I didn't expect....(我没想到....). It can not be just understood by the literal meaning. Here "看" is not "see" but "expect/think/know."
