UI - New Traffic Regulations

OK, I've decided to attempt my first UI transcript. I expect I will probably find it too onerous, so it might be necessary for someone else to finish it off.
I hope no-one minds the shorter 20 second time segments just to make it a little easier on me. I'll revert to 30 seconds once I get more used to this level.

Hi Right-Wingnut,
遮掉 - I don't think the 掉 adds a lot to the meaning (maybe a sense of completing the action (doing it fully)). But it's basically there bacause you need something after the verb in a 把字句. I think you could also say 把...遮住。
拍到 - the 拍 here is as in 拍照片 (i.e. they're afraid of getting photographed by a speed/traffic light camera) 。

I believe she's from Shanghai. Your right, it's definitely zh- . A quick internet search suggests zhan4 is a fairly common non-standard pronunciation. It's the only thing I can think of that fits at any rate. :)

D(1): 暂时 certainly makes sense. However it sounds as though Dilu is saying zh- instead of z-. But I see in the dictionary that zhàn is the Taiwanese pronunciation. Is Dilu Taiwanese?
