It means a person looks nice on the outside, but inside he's bad.
pī zhe láng pí de yáng
A sheep in wolf's skin
yìsi shì rén kànqǐlai kěnéng hěn xiōngměng ，dànshì rén fēicháng hǎo 。
It means some people might look ferocious, but they're very nice inside.
