I would agree with Matt's comment on this. From my experience "li hai" can be used to intensify lots of things, both negative and positive.
Check out the qingwen lesson on it. It clarify's a lot, but is another one of those words that is hard to translate since it depends a lot on context.

My suggestion is to try using it, and note when people give quizzical looks as your indication that you messed it up. Thats my 2 cents. Please correct me if im wrong.

You mentioned that 裤子 cannot be referred to with "双", but what about legs? 我可不可以说 "一双腿" ?
